So, we moved to Virginia in August for my new job (DoD employee). First few months our bill was normal; and then as of the last week of November, my bill was about to shoot up precipitously - I thought.

Was watching my usage just absolutely go crazy; was saying I was using something like 5600 kWh or something ( ). If any of y'all have seen my post about framing out/insulating my basement in the Home Improvement forum, that's what drove it. We called Dominion at the time, and they told us, essentially, "We ain't even talking to you until the bill is issued."

Bill was finally issued....for $188. Called back again and finally managed to get a hold of someone who could talk turkey, as the saying goes. He essentially said "Don't trust the usage...trust the bill. That usage is an estimated guess using the people in your area."

Evidently it includes everyone in our area, not just similiar structures...so if there's some dude in a noninsulated trailer paying $1400/month for electricity, everyone's estimated usage looks like crap.

In the winter we average $300 for ~2800 sq ft with gas packs set on 70*.
Summer is $400 in the hot months.

Oh yeah, I'm definitely not complaining; 1560 sq ft house and I expect $180-$250 or so in the winter, and a bit less in the summer. But the 'estimated usage' was SO far off (like 3x more) that I had the HVAC guy come out to make sure we had nothing wrong; and the dude told us "You know, you're like the 5th house today I've done this for."

Dominion Power customer service said the same thing. Literally all they have to do is put the word 'estimated' in front of the usage meter in their app, and put a disclaimer that, based upon usage by other houses in our area, the estimates may not at all be accurate.
