2002 Toyota Tundra TRD

So I got a P0125 on my 1st Gen tundra. I checked the continuity on both my upstream O2 sensors for the heater coil thing and they seem fine. I've read mixed responses about wether it's a ECT or O2 sensor issue. Also, my Blue driver seems to indicate both banks are in open loop, rather than one or the other. Any ideas?
