I have a 21Limited. I want to level with minimal lift, maybe 1 inch total. I will be putting on steel bumpers on front and rear, carry about 300 lbs static wt in the bed, and tow occasionally. What is the best combo to minimize the rake, make sure it doesnt squat when towing, and get bigger tires under it. Budget is very open. Thanks for all input. From what Im reading Im leaning toward Bilstein 6112 @1.9 or Fox 2.0 with RAS. Does this sound appropriate? Or is there better options?

Welcome. This tread will probably be moved to the suspension section here https://www.tundras.com/forums/suspension.19/

Most go with Bilstein 6112s all around to level and there are lots of good threads in that subforum discussing the pros and cons.

    agreed with above.
Only for the rear i'd consider a RAS leaf spring helper as most rear lift options don't manage additional weight well.
