2018 Fog Light issue

I just bought a 2018 DC base model which came with fog lights. It was a fleet vehicle so I cannot really ask the previous owner about this issue.
The fog lights do not come on when the low beams are turned on or at all. There is a fog light fuse but no relay. I used another relay and the fog lights still will not come on. I also tried other relays and other bulbs. I'm not picking up any voltage with my multimeter. I can see that the wiring is tied into other wiring. Also, the side marker bulbs are burned out. Any help will be appreciated
