2014 Tundra odd hearer issue

So I bought a used 2014 tundra and something odd is happening with the heater. When I am on full AC and move the dial to full heat I can feel the dampers move and for a few seconds it gets hot then goes to like a middle blend feeling like the damper closes then slightly opens back up. So far I replaced the fan behind the glovebox and flushed the heater core but I'm obviously trying to avoid tearing my whole dash apart and that hope is not starting to look good.

Any quick thoughts or ideas anyone might have?
