My 2013 Tundra has an active C1310 code. Anti skid light on solid. Not flashing. Any thoughts?

Were you recently low on brake fluid or recently added brake fluid into the system???

If so, did you do a proper bleed in conjunction???

iirc that code is related to air in the anti-lock actuator... it should clear once air is removed from the system

Brake hard on a grave road to try and lock up the brakes. That will usually cycle the ABS module. I don’t know how it will behave with that code active, but that usually works for the intermittent mushy pedal after bleeding the brakes.
