2008 Tundra

My 4wheel drive has quit working. I have taken the actuators out and they are in brand new condition and working. When I turn the knob to put in 4 hi /lo, it just blinks and 4 wheel will not engage. The vacuum line is good as far as I can see. At first it wasnt working right because my wheel sensor went out due to a bad bearing. All has been replaced. Any suggestions?
