2008 SR5 Manual Dual Zone Climate issue

Recently got a 08 tundra sr5, This is a tough issue to describe so hopefully it makes sense.

The fan speed works just fine on the climate, I can set it and it seems to change correctly. However, when I change the temperature dials they don't change the temperature coming out of the vents, same thing with the vent direction. There doesn't seem to be any change. the 3 lights on the top of the climate light up when pressed and I can hear the compressor running, recirculation mode doesn't seem to change anything.

I was thinking this might be a issue with the controls themself, but I'm not sure. There isn't any type of clicking when I change any of the dials and I checked the passenger actuator and it doesn't seem to try and move, i can't find a single thing online for this issue either.
