2007 with chrome bumper fog lights - WTF?

    So, the passenger fog light on my 2007 that I purchased used went out. The lens was foggy and it looked like water had gotten in. I looked online and saw that new complete aftermarket light kits are only $35-50 so I ordered a set with decent reviews. The fog lights that were in the truck were aftermarket as well as this is a base model.

    Well, I went to install the new lights this weekend and all I can say is WTF. The lights that were on the truck looked to be units you'd find on a truck with a urethane bumper. My truck has a chrome bumper, and the plate behind the bumper is definitely the right shape, opening and has the opening that sticks straight back to bolt the back part of the fog light faring to.

    However, there is a cross bar smack in the middle of the opening, with two prongs that stick forward that the current fog lights were bolted to. The light faring that was on the truck was actually the chrome bumper blanks with a hole cut into it (clever).

    The new fog light kit will not fit in all the way because it hits that cross bar, there is about a quarter inch left before it is in all the way flush.

    Has anyone seen anything like this? I half think whomever owned the truck before me tack welded that bar onto the plate behind the bumper. When I search by VIN, it tells me chrome bumper, order fog light kit for chrome bumper. The truck has no accident history either. The only thing I can think is MAYBE they put a urethane bumper on at one point, then took it off? Most swaps I've seen are chrome bumper to urethane because people want a painted bumper.

    Unfortunately I was running out of daylight, so I put the old lights back in place. My plan is to simply cut that cross bar out with a Sawzall as the new fog light faring will fit correctly then.
