2006 toyota sequoia getting a working chip key

    I bought a 2006 toyota sequoia for $500. It has roughly 180000miles from a individual cause they said the starter was shot. So I bought it and took the intake off and put a new starter in and tried to start but it just turn over. I looked to make sure it was getting gas it was then check for fire which there wasn't. So I checked everything it all appeared good. Then one day a looked at the keys I got for the vehicle and there were 3 but none had a chip just 2 fit the doors and 1 ignition. So I stuck it in the switch turned it on and noticed that the security light was on. So I called 4 different locksmiths and none could get a key made that worked. Then went to dealership and they didn't think they could and it would cost. I don't want to just scrap it so please help!!!
