2003 Tundra - puttering sound

2003 Toyota Tundra

lifted

i have an 03 tundra. about 4 months ago i started hearing this puttering sound(like a george jetsons car puttering away). under my mechanics advice i have replaced with new parts:

hubs, driveshaft, control arms(all each side), and most recently the steering rack & tie rods

the sound persists......

anyone experience anything like this? any advice?
