When 4wd switch is turned from 2wd to 4hi it initiated the transfer case actuator, 4hi light on dash blocks 8 times slow, no movement on add actuator, then disengages transfer case actuator and starts blinking fast. Any suggestions?

The transfer case has to shift and engage first and then the ADD shifts. If the transfer case isn’t shifting completely the ADD will not actuate. So, could be wiring of the actuator. The transfer case actuators have been know to give trouble.

Did it work correctly at some point and now it doesn’t?

Yes it worked at a while ago. The front driveshaft locks in whole the light is flashing slow, thinking it might be the 4wd position switch. Could someone tell me the pin correspondence on the actuator side?
