While I’m in cruise control and driving up a long hill, my truck will a͏c͏t like the cruise control quit but it’s actually still engaged and the RPM’s are still up around 4000. Is this normal?

It's normal for the cruise to quit under the circumstance you describe but for me (a Sequoia but should work the same), it fully disengages and I have to manually press the pedal.

When faced with this situation, I leave it in Cruise but manually "help" by applying the gas through the pedal until I am over the hill.

If you do a Internet search using the term - tundra cruise control hill -, you will find a lot of discussions regarding this anomaly.

My user manual states the following:

    ■Automatic cruise control cancellation
Cruise control will stop maintaining the vehicle speed in any of the following situations.
●Actual vehicle speed falls more than approximately 10 mph (16 km/h) below the preset vehicle speed.
At this time, the memorized set speed is not retained.
●Actual vehicle speed is below approximately 25 mph (40 km/h).
