If you have a Google Pixel or similar Google provided device, you can get Android 9 OTA right now. If you have something other than that, you'll have to wait on your manufacturer (Samsung/LG/etc) and your provider (AT&T, VZW, etc) to shove a bunch of bloatware onto their version of Android 9 before you get it.
