Anyone know the torque spec for the 2 bolts that attach the rack to the frame crossmember?

I'm looking at a Haynes manual right now. Looks like they are calling the steering rack the steering gear, and the only torque they are giving for the steering gear is 89 ft/lbs.

Correct. It's 89 ft/lbs according to the FSM.
