295/65/R18 Fender Fender Trim Question

2014 Platinum, TRD Pro Suspension , Truxedo Bed Cover, Vent Shade Rain Guards, Tint match windows,TRD Exhaust, Linex, Custom Dyno Tune, TRD SwayBar, and just started.

Good morning. On a TRD Pro with no shims, I see a lot of people running the 295/65/R18. They say you need to "push in the inner liner and reinstall the 2 bolts". Could someone please elaborate on this for me? Any pics would be a great help. All the best to you. Thanks
