Fuel control pump module wiring issue.

    Got a 2013 5.7 ffv tundra that has crank no start issue. Diagnosed as fuel pump so I replaced that but that didn’t work. Finally figured out how to bypass the fuel pump control module and it started up. So I replaced the control module but that didn’t work. So now I’m assuming it’s a wiring issue. The upper black plugin is reading 12 v but the bottom grey one is not reading anything when I checked the voltage. I can’t figure out where this one leads to. Does anyone know which one this is for any leads on how to replace?
