This will be my first truck after doing research I decided on the 2nd gen. Is a 20a7 tundra with 147000 miles for $22000 a good buy. Its a 4x2 fleet vehicle 2 owner and all maintenance has been done. No accidents? I dont need 4wd as I will not be towing anything and the weather in my area rarely sees snow.

Seems too high to me for that combination.

It's a crew cab. Has running boards and tonneau bed cover. It's in excellent condition, no accidents, no rust. All maintenance records. 2 owner fleet vehicle

Totally just my $.02 based on my time looking at these trucks used, but that seems a bit high to me, especially for a SR5 without a 5.7L. I think the KBB on my 2016 SR5 CrewMax 4x4 with a 5.7L at 127k miles is close to $21-$23k. So for a 4x2 with a smaller engine and 20k more miles, I would negotiate if you're set on the truck or keep looking for similar trucks at a lower price.

Edit - checked KBB and the midpoint value for a private party sale for my tundra is $22.5k.
