My hood struts are failing especially in the colder weather, but when I went to replace them, the lower connection on the originals do not have a clip to detach them. Has anyone had any luck detaching the lower part without taking a cut off wheel to it?

Given my 04 has on originals with clips, I have not needed to try but cut off wheel is a possibility.

If unable to accomplish by prying like @The Black Mamba suggested, consider unscrewing the ball mount from body and deal with both of them on work bench.

Somewhat surprised there is no clip on bottom unless you have lots of mileage and it's already been replaced.

Just went out to my parts truck which is an 04. It took a pry bar to get it off so use a rag to protect the body. There is a metal retainer inside. Mine was really dry so a squirt of oil might help.
