flare around wheel well coming off/never secured - suggestions?

    Hey guys, I have a 2011 Tundra that I picked up last year used and started having an issue with the decorative flare piece on the front passenger side wheel well.

    It looks like this piece should be secured in three points front facing, rear facing and the top of the wheel well. Problem is, there is no hole in the top of the wheel well, nor is there a screw to secure it in place.

    This piece is starting to catch air and is flapping against the truck and is going to break off unless this gets secured.

    Currently there are 2 screws holding this in place both at about 9 o'clock and 3 o'clock and there should be one at 12 o'clock... But while there is a hole in the part for this, there is no hole inside the wheel well to secure this.

    Any thoughts to help out?

    remove the flare, and see which insert is being used for the other bolts/screws. Then look for one, drill a hole and
    add it where there should be a bolt/screw
