Give us some more information. Are they stock light assemblies and stock bulbs? Or aftermarket, upgraded, etc…? Are there any added connections (for a topper, backup camera, auxiliary lights) that either you or the previous owner did? Has there been any accessories that might have been added to the wiring harness for taillights or tow hitch? Was the 7-pin hitch from the factory or from previous owner?
There are plenty of instances where someone did shoddy wiring or connections, or even removed connections and screwed something up.
If you replaced bulbs with LED bulbs, sometimes the aftermarket ones bounce loose or are not sitting the right way and either don’t work or wiggle loose. Let us know.

to be honest...wish i had not bought this rig...bought from a friend who i thought was an honest guy...its been a money pit since and things he said were done are a fantasy.
but to try to answer your above questions. yes stock tail light housings and new bulbs about 2 months ago as brake lights did not work...standard bulbs not led....trailer light socket does not work...when i replaced brake bulbs i also did one license plate light. thought all was good until a state trooper pulled me over the other night at 11pm ish to tell me no tail lights...talk about oh sheep and butt tucker

Yeah, you definitely don't need to be adding any more shit to it at this point. I'm suspicious of whatever the box is behind the driver tail light. You might need to rip out any add-ons and start from scratch. I 100% agree with @Kimosabe that we need more information.

Do you feel you have the skills to do any electrical work other than changing out bulbs?

That box is part of tow package, IIRC, but only on the earlier models. It's what feeds lights, maybe trailer brakes etc?

Once simple way to diagnose would be to look at EWD and bypass the box, feed the lights directly.

My 2000 AC has a box like that under the left taillight housing. It also has a trans cooler and a 4 wire trailer plug next to the hitch all factory

Pretty sure the box is a tail light/stop light converter. Had one on an older truck. Mine shorted out internally and I replaced it. After I got it out, it even smelled fried.

so yes mine has the box behind drivers tail light. months ago when I bought it had no brake lights, replaced bulbs and still none, someone suggested that the box was bad and goes bad age. that they replaced theirs to fix their problem. I did find out also...at that time that the box was not even wired to battery, so wired it , then all seemed good till a few days ago.

many years ago on one of my 4 runners I had a Kurt brand converter go bad and had no lights

I’d start with looking at the taillight harness and looking for any wire taps and see what the condition of the wires are around the box that’s in there and the taillights. There’s power being directed (since you had lights at one point) but it’s making it to where it should be. Leads me to think a wire is cut, tapped wrong, or something.
