There is a metal bar under the airbag which floats on rubber mounts. When I turn the wheel the loose bar clunks. It also sets off the horn, The dealer tech said they can't get the glue to hold it in place even from the factory. What kind of glue should I use? Also there are 2 "sponge rubber" blocks between the bar and the steering wheel frame. When I push on the big horn button it causes the bar to switch on the horn.

    Toyotas are the best!!

Can you just get another steering wheel? Changing steering wheels is pretty easy.

If it's this bar - see the blue outline - pull the fucking bar out, it's unnecessary (note it's missing on the top wheel).

The two screws circled in red hold it on, and they did use a threadlock on it, so expect them to be stubborn as shit. Be sure to pull the negative battery cable before starting, since you may need to unplug the airbag.

I'm sad I didn't take any pictures of that f'n bastard. I swore I posted some pics on here of the carnage from when I pulled mine out. What a pain in the ass getting those two screws off was.
