No all sounds normal, I am able to switch between vents, floor, and defrost settings, issue is only in the speeds

Have you swapped out the control module where the knobs are to see if that's it?

I have not swapped entire module for controls, so somthing I actually just notice is when I have it set to off it blows low, and will go up as it should until I hit what should be high and then shuts off until I drop down 1 level!

Hmm. Do you have all the speeds? Forget what the knobs say but if you go through all the settings do you have the full spectrum of fan speeds?

It will run through all speeds but like I said. I just noticed where I should be on high is where it actually shuts the system off, kills all my ac lights, fan everything until I go down a speed, it's acting almost as if the controls are reversed cause what says off actually is running it on low speed rather then off but it still goes in order from low to high until it tops out, hopfully not confusing anybody in the way it's being described

Did you ever pull the knobs for whatever reason then put them back on without testing their positions?

The previous owner probably pulled those knobs without marking positions first.

There is a seperate resistor, but Toyota has had issues with the control panel.

Where is the other resistor located at? I have read that they did have alot of issues with the control panel itself
