4hi blinking fast vs slow

    2007 Tundra SR5 4x4
    Have the notorious 4hi blinking on my 2007 Tundra. This is accompanied by a solid VSC off light. Have been through the threads and replaced 4hi actuator and ADD actuator. Initially, the 4hi light would blink slow for a few seconds then blink fast. Now after doing all the work it just blinks slow indefinitely. Anyone know the difference between the fast and slow blinks? Can hear my TC actuator buzzing when I turn to 4hi. Front diff sounds like it is trying to engage but light stays blinking. Have also tried resetting 4wd control ecu.
