Yes, this is true. Years ago (like 10+) I read how some of the local shit-starter groups (I'll avoid naming or pointing in a direction to stay away from the ban hammer) were being paid by countries that would like to see the death of the US. One dirt bag was even quoted in the local paper saying "who cares where the money comes from, it is our message". So yes, you are correct. Nuking Seattle would waste their investment. Why do that when you'd be welcomed with open arms...
