    Yikes. But can't the VIN in the ECU be changed also by a programmer?

    This sounds like some Mexican tactics. Only way to get around it is the welded or stamped vin on the firewall behind the engine. Windshield's have been cloned as well as the door jamb with today's tech is probably not hard to tape over.
