Parking brake problems

    2011 Tundra
    I just bought a 2011 Tundra 4x4 4.6 auto. I drove it home about 50 miles and it sat for about a month. I tried to move it and the left rear wheel was totally stuck. I couldn’t move it with a bar between lug studs. I removed the rotor with a lot of effort and I guess the e brake was stuck or jammed. I think the problem is the cable. When I step On the ebrake pedal the cable doesn’t move at the backing plate. What I can’t figure is I’ve never even used the e brake. Just wanted to know what someone else thought before I replace the cable.
