I am installing all new speakers, amp, et and want to run the new speaker wires from the drivers side speakers under the center console to the amp where the JBL amp used to be under the passenger seat. I have removed the bolts under the felt in the center console bin, but cannot figure out how to remove the plastic piece in the picture. The bolt on the right side has a Phillips look, but it just spins in place. I have tried to pry it off but it is not coming off like a normal clip. Any ideas?

That is a threaded Phillips type plastic screw. You will need to get something under the head of it and pull on it while unscrewing it since yours is spinning. Once you back it out, pull the clip out.
