Or is a flatbed trailer required?

Is the tundra being towed 2wd? If it is, In theory you could put the drive wheels on the dolly then use the seatbelt through the steering wheel to hold the wheel and ALSO a ratchet strap from the steering wheel to something solid like the the brake pedal pulling toward the drivers seat.

If it’s 4wd you should not tow it with a 2 wheel dolly.

I wouldn't let my Tundra be towed on a dolly.

But if someone wanted me to tow them, sure. It's under the towable weight limit.

Capacity wise, yes. You could even tow a 4wd on a front wheel dolly, but have to unbolt the driveshaft. I wouldn’t do it on purpose, but in a pinch, short distance? Maybe.
