Turn signal problem

why won’t my turn signal blinker light up?
It’s a new bulb, both are, but won’t light up, but will work just fine when the turn signal is activated.
It works fine when I actually need to use it, but the fact that both bulbs aren’t the same bothers me
Last picture is of it on bc the turn signal is turned on.
