My 2015 ac doesn’t seem to blow as hard on max, so changed the cabin filter but still no change. Is there a relay that controls that max blower speed?

Pretty sure setting it to max simply ensures you can not turn off the recirculate bottom.

That the only difference I notice on mine. It's the same blowing power as one click down.

No relay that I am aware of, the blower motor is wired directly to a fuse and power. The fan speed controller normally changes a resistor that consumes some of the power going to the blower motor. High speed is 0 resistance and full power from fuse. Middle is 50% resistance so resistor consumed 50% of power and fan gets the remaining 50% so it spins slower. Low setting the resistor could consume 90% of power and motor only gets 10% to make it spin really slow.

Replacing the blower motor is super easy and could be worth the money. Glancing at the wiring diagram it looks like the resistor could be built into the blower motor assembly.

I know for a fact this is how my ford works. I assume Toyota is similar. Could have a different type of “controller” to limit blower motor speed.
