Help Will not shift out of Revers

2008 Toyota Tundra SR5

Hello,

My 2008 tundra will not shift to park or reverse or drive. The center console shifter does move freely but will not engage Drive or Park ect. I manually moved it under the truck from transmission and it will move to park or neutral. I took apart the steering cover on column and found a broken plastic piece. The green. One on photos attached to something which I don't know what part # it is or if this is the culprit. Can someone please point me in right direction as the Toyotal Dealer parts guy didn't help.
