Air blowing on the floor all the time no matter what you have airflow selector set on. Is this norm?

Does anyone have a 2011 tundra that blows air to the floor area all the time? Every selection works as it should like defrost mode etc but no matter what flow position is selected air always blows on the floor. Is this normal?
