Am I being screwed with? (Weak E-Brake)

    2016 Toyota Tundra brand new used from the dealer. E-brake has always been weak. Made some minor cable adjustments for my inspection sticker last year and it was able to hold 1,200 rpm's. This year it wasn't.

    Made some more adjustments at the cable (turned the nut inwards) and adjusted the nut at the actual foot lever still not holding. Took the shoe off to inspect, e-brake shoe never moved when depressing the e-brake. Re-assembled everything and now it is completely not working with 0 resistance all the way to the floor on the pedal. To note, the left rear disc was nearly IMPOSSIBLE to get off. Took a hammer and about 10 mins of slams to get it off. Black brake dust was noted in the disc. I did adjust the adjusting nut inwards to make the disc go on slightly easier.

    With the -10 degree weather I am not willing to further diagnose the issue laying on the ground. I took it to the first shop who quoted me $1,100 due to needing to replace both rear cables and the "mechanism". Went for a second opinion (semi-reliable) who says that the mechanism moves and he can see the cables working on the rear although he says the front cable is frozen and needs to be replaced $300 - $400. I get home from the shop and check out the mechanism I was originally told was frozen and when I move the lever towards the back I can hear the cable doing something to the rear. Not totally sure. How was the ebrake semi-working and now all of a sudden nobody can seem to fix it, cables are frozen, $1,000 repair, and different issues?

    Any thoughts?
