Is Air Conditioner Compressor Short Cycling?

    2015 Toyota Tundra TSS
    I am attempting to determine if it is normal for my A/C compressor clutch to engage / un-engage every 8 seconds on my 2015 Tundra regardless of the ambient temperature by asking if your Tundra does the same. I (Toyota dealership actually did the repairs) have replaced the a/c compressor and the condenser. I have also verified there are no refrigerant leaks by pulling a vacuum that held overnight (14 hours) several days after the dealership completed the work, I verified it is not low on refrigerant because I charged it with 21 ounces of R134a refrigerant after testing for leaks and tested the pressure switch. The temperature at the cabin vent ranges between 44°F and 48°F while the outside ambient temperature is mild (near 74°F). I would be extremely thankful to those who would let me know if their Tundra's compressor cycles as often or not as I feel this isn't normal but I'm not sure.
