Probably a Secondary Air Injection System component failure.

Bypassing the system is the cheapest and easy option.

SAIS Failure and Trouble Codes
Any Secondary Air Injection System component failure generally sets the check engine light (CEL) and causes the Engine Control Module (ECM) to store trouble codes. You will know a failing air pump is the problem when you hear a loud vacuum cleaner noise for 20-30 seconds after a cold start. Most of these mechanical failures also cause the vehicle to enter “limp mode”, which is when throttle response is limited to 50% to protect the engine from damage.

I suspect you're right, and it really gets my goat too. Too many fly-by-nighters. I'd rather have the reputation of helping vs. being uninviting though. Blame my upbringing, it's how I was raised. It's hard to fight my cynicism sometimes, but ... "bigger picture" et al.

I'm curious if @garbageman hears any whistling or high-pitch whine noises at startup. I swear the Hewitt Tech bypass kit warns you about getting the switching valves in the correct position, but I don't recall the process to get them there. It may be possible to follow a process to try to reset the valves.

But yeah, bypass is the cheap solution. Replace SAIS is the more-permanent solution if you're willing to spend $600-1200 depending on who does the work.

 

I used the Hewitt bypass years ago on my 2006 dbcb, still working great.
