2022 Tundra brake controller max output 10?

I had a Tekonsha P3 on my Tacoma that had a max output of 14 which covered me when pulling a travel trailer, water, hay, etc. But the new Tundra brake controller max’s out at 10, and when attempting to set the correct output cannot make the tires skid with a 5,000 lb. double axle horse trailer or 5,000 lbs on a single axle utility trailer traveling 25-30 mph. They will skid on dirt at output of 7. So it works but not enough output for pavement. Am I doing something wrong?
