Westin Tailgate ladder install question

I was wondering. I have a drop in plastic bed liner and tailgate cover on my 21. Could I use RIVNUTS to install a Westin Ladder through the two surfaces on the tailgate? I would like to be able to remover the ladder if necessary and want to avoid the provided sheet metal screws.
