Are these two nuts in lower left what I need to remove to get the filler spout out of the way to remove bed?

they are on what appears to be a weld on flat head bolt and will not budge. Perhaps I’m going about this incorrectly?

Managed it by just hoisting around it. If I didn’t have a hoist that would have been a pain! Thanks for the help!
