I purchased a 2021 SR5 6.5 bed with the Convenience package. Should the deck rail system have been included with that upgrade? If so I was robbed. Was I????

It's not part of that package. I don't know if it's part of any package actually. Seems like sometimes they install them, sometimes they don't. Both of the Tundras I've owned I had to buy it separately.

The bed rail system is not part of any package. It's a separate option.

From what I gather as you move up a step you drag everything from the steps behind you. SR5 upgrade package for 1000 space bucks includes it. For 2000 space bucks for the conv package I'm thinkin it oughta be there.

The SR5 Upgrade and the Convenience packages are not tiered. They are not Trims. They only include what is listed in them. You can put your VIN in here https://www.toyota.com/owners/my-vehicle/vehicle-specification and it will tell you everything you should have on your truck.

Here is what it shows for my truck, and all three are listed separately.

SR5 upgrade is large fuel tank, bucket seat and alarm.
Convenience is parking sensor, BSM, RCTA.
    Deck rail is an accessory

If you go to build and price it comes standard on all above sr5 but doesn't say so. sr5 conv package doesn't list it either. Feel like I'm beatin a dead horse here and I see what you mean but something just don't seem right. Why isn't it an accessory on the sr5 upgrade where it's listed with the package?

Straight from the build and price. The ONLY place it is listed is in the packages that say "with options" meaning it is an additional accessory. Look right below the highlighted bullet point and you can see the Convenience package DOES NOT include the rails. They have it bundled with the package as an option. Separate bullet point, separate feature. On any of the packages you can click the "View All Details" and it will breakdown what is in each bullet point.
Notice that the SR5 Upgrade package with options has tow mirrors. Tow mirrors are not part of the SR5 Upgrade package, they are an accessory that is bundled as an option.

    You didn't get screwed.

In the Accessories tab, instead of the packages tab, you can add the deck rails on any truck.

I think different area have different package deal too, my area don't have that package, but have the trail edition that include rail system.

Trail Edition is available here too. The images I used didn't show all the packages available, though some are color specific, and some of the colors even state they are only available with deck rails. I think this applies to colors that the Trail Edition is used on, because the bed boxes of the Trail require the rails for mounting. The Trail also includes spray in bed liner. It's easier to just spray and pop the rails into every truck of that color whether it'll end up a trail or not, rather than trying to go back and only do rails when putting in the bed boxes.

That’s Toyota in a nut shell. them rail should be on every truck as a safety feature rather than an accessory or package deal

That's easy enough to check on the owners place I linked before. It goes off your VIN and shows everything you should have from the factory/port. For the ones you see in your list, only one of the SR5 Upgrade packages with options has the rail system. As I said before, the packages are not tiered, so selecting a different or "higher" package does not get you things from the "lower" packages. They are all just different combinations of options.

The circled one wouldn't have the heated power mirrors from the package to the left of it either.
    upload_2021-7-18_14-8-17.jpg

TLDR: Put your VIN in the tool I linked earlier. If it does not say your specific truck was supposed to have rails, then you didn't "get robbed" by anyone.
