AC is cold and blows hard, but curious question. Is the compressor supposed to cycle on and off every 10-12 seconds?
This is in idle with 85 degree weather.

Yup, sounds normal, but cycle times will vary depending on ambient temperature, humidity, and HVAC fan speed.

Very rapid cycling without cold duct air is an indication of low refrigerant, but that’s different.

If it didn't cycle off the evaporator would freeze up. It will cycle more on the low fan speed and less on the high fan speed. If it's cold it should be fine.
