My 2005 SR5 DC did not have OEM fog lights. I read a few threads which explained how to. I swapped the turn signal stalk with a used one, installed the relay in the fuse box, installed the lights and plugged into the OEM wiring and turned on the lights and then turned the fog light switch...... High beams come on, no fogs. High beams work correctly using the stalk as intended but they also come on when you turn the fog lights????? I'm stuck as of now.

when I installed LED headlights and foglights only my highbeams came on, no fogs. I have read that a resistor is needed for one of the headlights and that will fix it. Not 100% certain if that is your issue, but sounds like it. I know that the LEDs draw less power, so that causes issues. I wonder if there is a connection off somewhere causing it to 'not complete the circuit' or something along those lines. My resistor was like $10.

I know this is a long shot, but I thought I would throw it out there in hopes it might lead you to your problem! Good luck!
