    I believe the rule of thumb was a 'rule of thumb' in itself. At the time, a switch used for such punishments was called a 'thumb stick', and later there was legislation outlawing it, so by definition it must have been legal, if not spelled out in the exact verbiage.

    On speculation though, you can't do much with something that wide, maybe they should have called it 'rule of wrist'?

    according to the articles that I linked, it was used as satire in illustrations, to rally women during the suffrage movement, and called "feminist fiction"

    I found many examples of legalized wife beating, but I couldn't find any laws stating "rule of thumb." maybe it was slang at the time?

    Handshakes were originally meant to make sure that the person you were meeting wasn’t carrying a concealed weapon. The hand clasp proved that your hand was empty and shaking was meant to dislodge any weapons hiding up the sleeve.
