I have a 2013 Tundra and while testing the EBC forum that there is no power at the black wire plug over the L kick panel. The one that plugs into the "plug n play harness for the controller.
Before I start adding wiring to feed the controller I'd like to know if there a fuse missing or do I need to cut and splice in a 20a C/B

That's what I kept telling myself... check the basics. There has to be a fuse or a CB. I looked and looked for a wiring diagram, but everything kept showing the diagram I already had... the brake assist pigtail. I checked another Tundra site and found what I was looking for the schematic for the pigtail at the kick panel. There are a number of fuses in this panel that show TOW and I visually checked them all... keyword visually. The fuse wasn't blown, but it had zero continuity. Found at last and all works as designed.
All was not lost, however, I also found a great hack to move my trailer wiring plug from under my bumper to next to the license plate.

Glad you gout it fixed. I moved my plug a while back and it’s a much better location.

I agree. Some of the ramps around here make it impossible to dunk my boat without submerging the plug in saltwater... not good.

Yes sometimes fuses look good until you use a VOM on them to get the true story. When ever I have a fuse issue I take out the VOM. It may have developed a crack from corrosion.
