While towing and truck needs to downshift while cruise is on it seems to unlock the converter or go limp until I put my foot back into the gas manually. What is the reasoning behind this? Safety feature? TIA

In the owners manual it states not to use CC when towing.

Once the set value and actual speed differ a certain amount, CC is disabled.
