    If anyone is going to do this painting, I'd suggest taking it up one notch. Get out the pressure washer and knock off all that chrome, down to the plastic. Once you get it started, it comes off pretty easily (as long as you have a gas powered pressure washer). Then give it a light sanding followed by adhesion promoter and then paint. Also, not a shot at duplicolor, but I've had great paint in the past from automotivetouchup.com.

    x2 for taking it up a notch, much better to start with bare plastic than painting over chrome. if the pressure washer does not work you can go the chemistry method, 2:1 hydrogen peroxide : muriatic acid bath for about 2.5-3 hours will pull it right off the plastic. i have used touchupdirect.com for color match rattle cans, they have a great match for quicksand.

    Negative, you cannot strip the chrome from the metal, you either have to take it to a chrome plater and have them strip it off or sand/media blast it off...not so much a DYI project for those if you want to take them down the substrate.
