Isn't this an HOA property? Reach out to the HOA and ask them to send a letter to the neighbor asking them stop using your driveway and respect people's property rights. I think HOA's are generally a useless pain in the ass but you may as well make use of them since you are paying into it.

If you are anything like me, having a direct conversation with them will result in making things worse. Then every time you step outside you will see them and it will be even more awkward...

another idea — those raccoon sprinklers. The ones with the motion sensors. Hook one of those up, maybe past the cones, so if they pull into the driveway their car gets sprayed.
