Fermi's is predicated on the belief that we're actually smart enough to be worth communicating with by alien species that are far more advanced than we are.
To them we're likely just mildly interesting test subjects to be studied.
I mean, we're dumb enough to still work on a project for 7 years that we should have been able to finish in 3, and they could have completed in a day or two.

 

We're not currently able to travel to other star systems. If other civilisations do exist, why should they be that much more advanced than us?
