It feels hard when pushing down the cable gets tight, but nothing happens. What should I be looking for/at. Also how much fluid to bleed brakes I used 1 1/2 bottles of brake fluid and it's still spongy. It also never came clear always green just lightened up. Do I need new brake lines?

If you can detect that the cables are moving freely from the pedal all the way back to the Bell Cranks, then the Bell Cranks are the #1 suspect. Release the cable and see if they move freely. If so, follow the adjustment procedure. If not, replace them. Dorman aftermarket Bell Cranks are acceptable. You need to bull the drum to do this, so you might as well consider a complete rear brake job while you're in there. (I've always wondered is surgeons think this way - "well, while we're in there...").

    Weight reduction, mostly rust.
I've recently replaced bellcranks with the Dorman from RockAuto, they are decent quality. I'm in MI, I see you are WI so similar rust/salt issues.
Your brake pedal will feel spongy or have excess travel if your rear brakes are out of adjustment. The parking brake does the adjusting, so that makes sense with your description. Bellcranks are most likely frozen solid with corrosion.
When I flushed my brake lines/system I never got it totally clear either. I used an entire large bottle of fluid as well. It STILL looks dark glancing at the master cylinder too.
After getting the parking brake system working again my pedal lost about 2" of travel and firmed up considerably.
As much as it goes against the usual northern idea of not using the parking brake unless it's been used regularly from day one (because it will lock up) I've forced myself to excersise it regularly, and in turn, adjust the rear brakes while doing so.

1 and 1/2 bottles is crazy.

I did a full brake flush on my truck with a big bottle of the Prestone brake fluid.

the flush got everything coming out clear eventually.

I did plan on rebuilding the rear as the front was rebuilt last year.
