LEOSA Carry.....for Income

    I really am "asking for a friend." A friend of mine is a retired Austin (I think it was Austin) City Police officer. He's not happy with this current job and asked me for some ideas on bettering his income.

    I suggested, since he's a retired police officer, to use the LEOSA law and be a personal security guard for those that will pay for such. I've been told one can carry in the bluest of blue areas, across the US, even carry on flights but I don't know.

    I've also been told there is some degree of qualification shoot to be done/weapon registered....

    Is that a thing and how would he go about that?

    To carry on flights, you need ATF clearance. I know this because my buddy (active LE) just got his. It’s a pretty invasive background check. I was one of his references and they met me in person and put me through the 3rd degree about him lol. Once ATF cleared, you then get the ID/badge to go with it. You’re assigned a random pin daily to provide when checking in (same area flight personnel go through). You are given pre-board and the pilot assigns you where they want you seated.

    I'm 100% sure he'd pass any background check thrown at him.

    I've heard Mike Bloomberg's security team are all LEOSA. Anyone know anything on that?

    It falls under HR 218...

    As stated by @T-Rex266 the only thing it doesn't cover is flights... which as he explained is a separate background process and separate right to carry as well. Even current LEOs who want to carry on flights, must prove that there are doing so in the lawful discharge of their duties in order to be considered for application.

    Regarding the 218 however, that status is granted to him by the agency he retired from. Essentially, Austin PD would provide HR 218 'credentials' for him, and generally speaking retired LEOs are eligible if they served at least 15 years and retired in good standing.

    HR 218 also requires an annual qualification, which can either be done by the agency he retired from, or it can be done by the Chief Law Enforcement Officer within the area he now resides if he's no longer local to Austin.

    Yes, HR 218 is fairly expansive in terms of its carry latitude, and it's the reason many HNWI and UHNWIs will generally require at least one or two '218 holders' as part of their security detail.

    The sticky part of the whole thing though is the law enforcement community's understanding of the 218's latitude... Many think it's just nationwide concealed carry reciprocity and believe that individual states and jurisdictions can dictate the parameters through their individual concealed carry laws/rights. However, this is NOT true and a 218 holder has much more latitude and freedom in their ability and right to carry. Unfortunately, many officers on the street and a lot of information on the interwebs does not have a factual understanding of how this works.

    If he wants to get into celebrity / high profile type of protection work, a lot of that is who you know- not what you know.

    My uncle (retired) does personal protection for Tom Cruise, and other celebrities. I’m not close with him, or I would ask for the name of his employer.

    I carry my LEOSA card, proof of annual qual, retired creds, and concealed carry permit. I am still subject to state laws (mag capacity, etc), I can no longer fly armed ( now I’m retired) but it is legal to put firearm in checked baggage (certain rules must be followed)so I’m armed at final destination. Keep in mind, this is just for U.S. doesn’t count in other countries.

    As far as being employed by a private company, depends on what they require as an employer. LEOSA does not give the bearer any LEO authority, just makes it easier to carry.

    I had a USCCA trainer come out to the house to do a private session one time and asked him what he thought about carrying in a posted no carry zone. He told me that he'd rather deal with legal ramifications than death. He also said there are other ppl packing heat in those zones too signs be damned.

    I always think about that when I find myself in a no carry area.
